Kyiv Regional Council supported the draft law №1135-1 “On civilian weapons and ammunition”

On December 23, 2016, at the initiative of the deputy of the Kyiv Regional Council Ivan Stupak, at an extraordinary meeting an appeal to the President of Ukraine, the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine was adopted with the requirement to consider and adopt the Law of Ukraine “On Civilian Weapons and Ammunition” as soon as possible.
According to Ivan Stupak, the catastrophic level of crime in the Kyiv region forced the regional council to intervene in the weapons issue to allow ordinary people to have the opportunity to protect themselves, their families and their property from illegal encroachments.
According to official statistics, in 2015, about 33 thousand people were registered in Kyiv region. crimes, and for 9 months of 2016 their number increased to 38 thousand. and continues to grow. Out of this number, almost 5 thousand. are crimes against life, health and property of citizens.
At the same time, according to unofficial statistics, the market of illegal firearms in Ukraine is estimated at 3 million. units.
“The adoption of this law in a short time will open a civilized market of trade in firearms for all citizens of Ukraine, will allow to defeat the black market of weapons, will open the Ukrainian market for leading foreign arms companies, which will lead to significant economic growth, as well as will allow citizens to protect themselves and their property from criminal attacks,” – said the deputy.
The USA, France, Switzerland, Israel, Estonia and other developed countries already have similar laws.
“The statistics of these countries shows that after the adoption of such a law, within 6-8 months the crime rate decreased by almost half. In addition, in the conditions of an undeclared war, the importance of this law takes on a completely different meaning for the protection of not only citizens, but the entire country as a whole,” said Ivan Stupak.
It should be reminded that such an appeal to the state leadership has already been signed: Zaporizhzhia Regional Council, Kyiv City Council, Cherkasy City Council, Cherkasy Regional Council, Lutsk City Council, Lviv City Council and Varash City Council.
