Dear Mr. President.
The events of recent months have revealed deep gaps in the security system of Ukraine, and in certain areas – a catastrophic state of affairs. In particular, we can state that now the state has practically lost control over the circulation of weapons among the population, and obviously, this situation will worsen.
This poses foreseeable threats to the security of citizens and peace in the country in the future.
Therefore, today the issue of legal possession of weapons by law-abiding citizens is a matter of preserving the lives of Ukrainians. We strongly insist that the authorities should consider and finally adopt the Draft Law “On Civilian Weapons and Ammunition” and amendments to Art. 27 of the Constitution of Ukraine. There is no more time for delay.
Mr. President, you have an opportunity to make a historic step – to return to the citizens of Ukraine the inalienable rights and freedoms they were deprived of by the communist and anti-Ukrainian regimes. Ukrainian patriots died and continue to die for these rights and freedoms.
It is about the right guaranteed to every citizen by the Constitution of Ukraine to protect their life and health, as well as the life and health of other people, housing and property, constitutional rights and freedoms – currently we have no opportunities for the practical implementation of these rights.
We demand to be given legitimate opportunities to defend these fundamental values, as well as to protect ourselves from the usurpation of power, encroachment on the constitutional order, sovereignty and territorial integrity of Ukraine – including with the use of firearms.
At the same time, the state must strictly control the possession and use of weapons – and the Law of Ukraine “On Civilian Weapons and Ammunition” will create the basis for the implementation of both rights and responsibilities.
In view of the above, we ask you to urgently create a working group of experts, deputies of the Verkhovna Rada of Ukraine and representatives of the arms community to discuss the Draft Law “On Civilian Weapons and Ammunition ” and the relevant Draft amendments to Art. 27 of the Constitution of Ukraine.
The main task of the working group is to prepare these documents for consideration by the Verkhovna Rada of Ukraine as soon as possible.
Mr. President, at this crucial time for Ukraine, the Ukrainian people have expressed unprecedented trust in you. We urge you, in your turn, to make your historic contribution to the achievement of the Freedom, so cherished by many generations of Ukrainians.
Glory to Ukraine!
Regards,
Chairman of the Supervisory Board of the Ukrainian Gun Owners Association
Georgy Uchaykin

By numerous requests of our website visitors, we inform you about the situation on the front of the struggle for the Law on Civilian Weapons and Ammunition.
On June 26, a letter was sent to the President of Ukraine Petro Poroshenko.
On July 1, this letter was received by the Commissioner of the Presidential Administration – Mr. Leskiv.

As for what MPs are doing to adopt the law, working meetings with MPs are currently being held, but until July 22, MPs are absent from their workplaces.
In our opinion, the President of Ukraine should take direct part in resolving the issue of the Law “On Civilian Weapons and Ammunition”.
We are waiting for the answer and cleaning our weapons.
