The Cabinet also confirmed the invalidity of the permit system

Earlier, the National Police confirmed that the permit system of the Ministry of Internal Affairs does not comply with the law, so the NP is preparing an appropriate regulatory framework to bring this system in line.
Meanwhile, we received an even more shocking response to our lawyer’s request.
Within the framework of the initiative on legal struggle for equal right to armed protection, a lawsuit was initiated to declare illegal the Resolution of the Cabinet of Ministers of Ukraine № 576 “On Approval of the Regulation on the Permit System” – one of the key documents that restricts the right to purchase self-defense means and establishes certain obligations for citizens. This Resolution contradicts Art. 92 of the Constitution and at least three laws.
At the same time, the state recognizes situations when normative legal acts are invalid by virtue of the Constitution and cannot create any legal consequences.
Thus, according to Art. 57 of the Constitution:
Everyone is guaranteed the right to know their rights and obligations. Laws and other normative legal acts defining the rights and obligations of citizens must be brought to the attention of the population in the manner prescribed by law. Laws and other normative legal acts defining the rights and obligations of citizens, which are not brought to the attention of the population in the manner prescribed by law, are invalid.
So, the Resolution of the Cabinet of Ministers “On Approval of the Regulations on the Permit System” was not only not broughtto the attention of the population in the manner prescribed by law, it was not published at all 🙂

The CMU replied that they had no information on where the CMU Resolution No. 576 was printed. To the second question: “How was this resolution brought to the attention of citizens?”, the Cabinet of Ministers was offended and decided not to answer, citing an invalid reason for the refusal.

That’s how we live. Not only do they restrict our rights and establish obligations for us by an invalid legal act, but all this happens at our expense. Because in 2016 alone, almost UAH 70 million was spent on the permit system from the budget. UAH.

For 20 years since 1996, respectively, about one billion UAH.
