In 2015, in the first in the history of Ukraine electronic petition to the President of Ukraine, citizens of Ukraine convincingly spoke in favor of the need to restore order in the arms turnover. However, President Poroshenko actually ignored this act of people’s power.
Therefore, we urge you:
1. To ensure the inalienable right of citizens guaranteed by the Constitution of Ukraine to protect their own life, health, property and life and health of other people, in particular with the use of self-defense weapons.
2. Initiate priority consideration in the Parliament of the draft law on the regulation of arms circulation among the civilian population.
Today, contrary to the requirements of the Constitution, the procedure for the circulation of civilian weapons in Ukraine is established not by law, but by regulations.
The lack of proper legal regulation and uniform rules for the possession and use of civilian weapons deprives law-abiding citizens of an effective means of protecting their lives and health from criminal attacks. While, in the actual absence of real control, criminals have unlimited access to any weapons.
The possession of civilian weapons, in particular short-barreled weapons for self-defense, must finally be regulated by the relevant modern Law of Ukraine “On Weapons”, which will establish clear, but at the same time strict rules for all and will become the basis for legal regulation of public and national security, eliminate gaps in legislation and restore constitutional law and order in the sphere of circulation of existing weapons.
The circulation of weapons in Ukraine must be regulated, and order is the Law!
This legislative initiative will predictably lead to a reduction in crime, a significant increase in public security and defense capability of the country, will help to effectively solve the problem of unaccounted weapons trafficking.
