The UGOA appealed to the Ministry of Justice with a request not to register amendments to Order No. 622, and to exclude the order from the register

Recently, there have been many complaints about delays in the issuance of weapons permits.
One of the reasons for this is another internal reform of the Ministry of Internal Affairs.
Instead of focusing its efforts on detailing the provisions of the draft law adopted in the first reading, the MIA is trying to strengthen its position by registering amendments to Order No. 622 of 21.08.1998 “On Approval of the Instruction on the Procedure for the Manufacture, Acquisition, Storage, Accounting, Transportation and Use of Firearms, Pneumatic and Cold Weapons, and Domestic Production Devices….”
In addition to the shortcomings pointed out by the well-known lawyer Yuriy Minkin in his publication, we would like to add the following:
1. The MIA plans to create a departmental electronic register of gun owners, which contradicts the Law on Public Electronic Registers.
2. They plan to strengthen control over the main parts for weapons by entering them in the Register.
3. The amendments prohibit the reloading of ammunition for one’s own rifled weapons and the transfer of loaded ammunition for smoothbore weapons to other persons.
4. There are plans to create a new service in the MIA for these procedures.
In this regard, the UGOA appealed to the Ministry of Justice with a request not to register the amendments to Order No. 622, and to exclude the order as a whole from the register (again).
